I was a guest at this Quality Inn I checked in at 1:30pm and dropped off my bags and went out. Upon returning at 10pm, I found there was no heat in the room, with an outdoor temperature of 5 degrees. Downtown Value Inn is a miserable little hotel in Portland, OR. It is very cheap and ok if you want to spend a night there because of traveling other wise don't even think of going there.
