Get billed when answer a prankster

All cellphone companies in the US charge both the sender and the receiver of a call. So I also get billed when I answer a prankster. I believe that only the caller should be billed since he initiated it and therefore should take responsibility. This will discourage pranksters from abusing the system. This is especially annoying when you are driving and have no time to look at the caller ID when a prankster or a wrong number calls you.
