I received a little notice from Target National Bank informing me that they were going to raise my rate to 18.9. It has been 15.9. Now this may not seem like much but it is for no reason at all. They say the lowest unique bidder will win the item that which anyone is bidding on. but instead of letting the user be able to input the unique bid, they say that the system automatically will pick the next unique number and bid it for you.
