आजाद हुआ ब्लैक बक
कई महीनों से एक कैदी की तरह एएमयू के वाइल्ड लाइफ विभाग में बंद ब्लैक बक (काला हिरण) को रविवार को आजादी मिल गई। वन विभाग की टीम ने एएमयू से उसे मुक्त करा कर सुनामई के जंगलों में छोड़ दिया। एएमयू के खिलाफ कार्रवाई करने के लिए जांच का जिम्मा क्षेत्रीय वन अधिकारी को सौंपा गया है। दैनिक जागरण ने रविवार के अंक में एएमयू में कैद हुआ ब्लैक बक शीर्षक से खबर प्रकाशित कर वाइल्ड लाइफ एक्ट के हो रहे उल्लंघन का खुलासा किया था। इस पर रविवार को ही आगरा के वाइल्ड लाइफ वार्डन आरपी भारती ने डीएफओ अलीगढ़ सुरेश चंद्र को हिरण को कब्जे में लेकर एएमयू के खिलाफ कार्रवाई करने के आदेश दिए। क्षेत्रीय वन अधिकारी रामजी राय के नेतृत्व में वन विभाग की टीम ने एएमयू के वाइल्ड लाइफ विभाग पहुंच कर हिरण को कब्जे में लिया। उसकी डॉक्टरी जांच कराई गई। स्वस्थ पाए जाने पर हिरण को अकराबाद के पास सुनामई के जंगलों में छोड़ दिया गया। एएमयू वाइल्ड लाइफ विभाग के प्रो. जमाल ए खान और प्रो. सतीश कुमार सहित कई लोगों के बयान भी लिए गए। इस मामले की जांच कर रहे क्षेत्रीय वन अधिकारी रामजी राय ने बताया कि जांच पूरी होने पर एएमयू पर कार्रवाई के लिए कदम उठाए जाएंगे।

वाइल्ड लाइफ विभाग में ब्लैक बक (काले हिरण) को कैद रखना एएमयू इंतजामिया के लिए गले की फांस बन गया है। इस मामले को संयुक्त राष्ट्र के इंटरनेशनल ऑर्गेनाइजेशन फॉर एनिमल प्रोटेक्शन (ओआइपीए) ने गंभीरता से लिया है। ओआइपीए एएमयू को नोटिस भेजने की तैयारी कर रहा है। इस मामले में वन विभाग की सुस्त कार्रवाई पर भी संगठन खफा है। ओआइपीए के भारतीय प्रतिनिधि नरेश कादियान ने दैनिक जागरण को बताया कि देश की प्रतिष्ठित अलीगढ़ मुस्लिम यूनिवर्सिटी ने ब्लैक बक को कैद करके गलत किया। इस मामले में एएमयू को कोर्ट तक ले जाएंगे। किसी को हक नहीं कि वह वन्य जीवों की किसी तरह से आजादी छीनी जाए। आपको याद दिला दें कि नरेश कादियान वो ही शख्स हैं, जिन्होंने पूर्व भारतीय कप्तान नवाब पटौदी के खिलाफ ब्लैक बक शिकार मामले में मुकदमा दर्ज कराया था। कादियान ने बताया कि इस मामले में वन विभाग को सीधे वाइल्ड लाइफ प्रोटक्शन एक्ट के तहत मामला दर्ज करना चाहिए था। ऐसा नहीं हुआ, इस पर भी ओआइपीए कार्रवाई करेगा।

It has been observed that Prof. Jamal A Khan, Prof. Satish Kumar and others of Aligarh Muslim University are well qualified people and willingly they committed a serious offense and criminal conspiracy against scheduled one protected wild animal under the Wild Life Protection Act, 1972. A black buck was captured by above said people and kept illegally in their custody, which is the violation of the said act, now when protected animal has been recovered from their custody and rehabilitated back in its natural habitat but United Nations affiliated the International Organisation for Animal Protection - OIPA chapter in India have many questions for the concerned Wildlife officials :
1. Why black buck was released in the wild after medical examination before verifying the facts that how long this animal was kept in the captivity and from where animal was captured and reasons behind capturing ?
2. Blood samples of black buck was taken and properly examined or not, if no then why ?
3. Is there any natural habitat for black buck around Aligarh Muslim University, if yes the how far from the premises of the recovery place ?
4. How many persons booked for the violation of the Wild Life Protection Act, 1972 ?
5. Whether FIR has been lodged against all offenders or not, if no then why ?
6. Is there any intimation given by the offenders to the local Police or concerned wild life officials / DFO concerned about this scheduled one black buck ?
Hence OIPA in India placed this open notice under section 55 of the Wildlife Protection Act, 1972 before the Chief Wild Life Warden of UP to take legal action against all offenders and departmental action against all tainted officials, who failed to perform their official duties.
The Director General of UP Police / DM and SSP of Aligarh are here by requested to direct the concerned SHO / CO of the concerned Police Station to lodge an FIR against all offenders with out any further delay for the violation of the Wild Life Protection Act, 1972 read with the Prevention of Cruelty to Animals Act, 1960 and IPC 120 - B.
