It seems to originate from Singapore. I did a little digging and found their website. It is extremely similar with Asia Int Search website and in fact, job listings are the same. Other common denominators of these websites are that they are linked to DNF Global (highlighted in Recruit Circle's website and on Asia Int Search's email) and they both share the same contact address:
20 Maxwell Road #09-17
Maxwell House
Singapore 069113 (in fact, this address belongs to a virtual/serviced office provider)

To be fair, I did check with the Singapore Govt and Asia Int Search is indeed a licensed employment agency, though its license was issued recently in March 2011. However, there was no information on Recruit Circle.

While I won't go all out to say that it is a scam/spam, I would advise extreme caution if you happen to come across their emails.
